The Coordinator for Government Activities in the Territories (COGAT) is the civilian authority in the areas of planning and construction in Area "C" in Judea and Samaria. As part of fulfilling the government policy, various supervisory and enforcement actions are taken in relation to illegal construction and to protecting the holy sites of the three monotheistic religions, nature and archeological sites.

The COGAT infrastructure unit is charged with managing, promoting and coordinating all infrastructure related issues vis-a-vis Israeli authorities, PA elements and representatives of the international community with the objective of promoting infrastructural projects and improving the response in the regard to water, wastes, communications and energy.
